The war in Ukraine has shown how dependent the European Union’s energy supply is on external energy imports. On behalf of the European Parliament, ÖIR and t33 analysed the impact of the crisis-ridden energy and gas supply situation on the European regions.

The study includes an analysis of EU policies on climate neutrality with a special focus on the Just Transition Plans and RePowerEU initiative. Based on the dependence on energy imports and differentiation of the economy, potential risks for the economies of EU regions were identified. Future scenarios were also developed in order to identify the drivers and barriers of transition. Recommendations for the European Parliament were then formulated.
