In the aftermath of the first wave of the pandemic, the question of what impact these far-reaching measures would have on individual regions and cities at all levels was of great interest. The availability of statistical data would only allow for statements on this in the coming years, so the Committee of the Regions initiated a forward-looking analysis based on an innovative approach.

ÖIR contributed to the development of an analytical approach by providing methodological inputs. The challenge of the lack of data availability at the regional level was addressed by using vulnerability-concept based approaches. In addition, ÖIR conducted a regional case study.
