Seaport policy experts and representatives of seaport-regions gathered at the Committee of the Regions on September 25th 2013 to assess the territorial impact of the Port’s Package (COM(2013) 296 final) by applying the “TIA quick check” developed in the ESPON ARTS project. The “TIA quick check” allows to assessing the territorial impact of European policies in economy, society and environment in a workshop format through the development of systemic pictures and by applying a GIS-based tool. Peter Mehlby from the ESPON CU, Erich Dallhammer and Bernd Schuh from OIR guided through the TIA quick check procedure. The test run contributed to the discussion about the implementation of territorial impact assessment (TIA) in the on-going impact assessment procedure of EU policies.
