The study, commissioned by the Research Services of the European Parliament (EPRS), evaluated the early implementation of four EU funding programmes: Erasmus+, Creative Europe, European Solidarity Corps and the Strand 3 of the Citizens, Equality, Rights and Values Programme (CERV). The study was led, content wise, by Spatial Foresight and administrated by ÖIR, in collaboration with VVA and Inforelais.

The evaluation focuses on the design and implementation activities over the 2021-2023 period in line with three evaluation dimensions: relevance, external coherence and first insights in the early implementation effectiveness of these four programmes. Besides the administrative support provided, the ÖIR team carried out the quantitative analysis of the early implementation of the programmes. The task consisted in identifying, analysing and reporting on selected key indicators depicting the programme’s activities over the funding years 2021 to 2023.
