In March 2015 the work on ‘Work Package Zero – Data collection and Quality Assessment’, illustrating the starting point of the ex-post evaluation of ERDF and CF programmes, was finalised. On behalf of DG Regio, the consortium OIR, t33 and Spatial Foresight, assessed financial and physical data of over 300 Operational Programmes supported by ERDF and CF. The evaluation identified problem areas for regional breakdown of ERDF & CF expenditure, reviewed Annual Implementation Reports for the years 2012 and 2013, analysed reporting on major projects and reported on good practice in monitoring greenhouse gas reductions. Work package Zero provides the data background for the ex-post evaluation studies of the EU Cohesion Policy.
