What are the potential impacts of policy implementation on European regions? To answer this question, ÖIR together with other partners developed the ESPON ARTS methodology based on the vulnerability concept on behalf of ESPON back in 2010. The resulting web tool for simple analysis was further developed in the project.
In addition to the technical further development – such as the update of the user interface, the update of the included indicators as well as the functions of the tool – new methodological elements were also integrated. A “TIA checklist” to check the necessity of a TIA as well as a training and certification process for users were core elements of the project. In addition, about 15 TIA workshops were held for the European Commission and the Committee of the Regions, as well as 5 trainings on regional, national and international level.
