The ESPON NoStaGeo project ex¬plores how emerging trends chal¬lenge traditional territorial governance frame¬works across Europe. It ana¬lyses how func¬tional inter¬dependencies related to key policy fields – such as energy transition, wa¬ter manage¬ment, biodiversity and indus¬trial transformation – are governed beyond estab¬lished administra¬tive boun¬daries. The project combines com¬parative country analysis, data and GIS analysis and case studies to identify governance patterns, good prac¬tices and policy gaps.
Within this framework, ÖIR was responsible for the in-depth ana¬lysis of the territo¬rial governance of energy saving strategies, with a particular focus on local and regional approaches for the building sector, including elements such as mission-based governance, social inclusion and affordability.
