The study assessed the extent of use of options for coordination, demarcation and complementarities among the Common Provisions Regulation (CPR) Funds and complementarities and synergies between these and other EU funds and instruments that are provided for in the CPR (Articles 14, 26, 57(9), 65(5) and 67(5)), both at strategic and implementation level. The study examined in detail the strategic documents for programming of Member States, i.e. the 27 partnership agreements and all approved programmes, as well as the RRPs. Furthermore, the study also assessed the use of and justification for transfers as set out in the partnership agreements and in concerned approved programmes. In addition, the study assessed the existence of corresponding strategic considerations in the work programmes and strategic plans of EU instruments under direct and indirect management that had been issued by the time this study was carried out.

The ÖIR team was responsible for the quantitative and qualitative analysis of several partnership agreements, programme and strategy documents, as well as was involved in carrying out interviews with managing authorities in the member states. The results will support the European Commission in improving the coherent use of funds and synergies between EU funds in the 2021-2027 programme period and beyond.
