The mid-term evaluation assessed the implementation progress and achievement of objectives of the European Regional Development Fund (ERDF) Programme of the Free State of Thuringia for the 2021-2027 funding period. The report analysed developments across six priorities – from research and innovation to CO₂ reduction and sustainable urban development – and examined socio-economic trends and their impli-cations for programme relevance. Its main aim was to evaluate the effectiveness of the financial interventions, identify implementa¬tion challenges, and provide recommenda¬tions for the remaining program¬ming period and the allo¬cation of flexibility amounts.

ÖIR was responsible for analysing financial and monitoring data, con¬ducting and inter¬preting interviews with pro¬gramme au¬thorities and ensuring compliance with EU evaluation re¬quire¬ments. Further¬more, ÖIR developed concrete recommendations for the continuation of the programme, the optimal use of funds, and the application of the STEP Regulation in Thuringia.
