The study explored how the three pillars of the Just Transition Mechanism (JTM) are delivered, with particular emphasis on the role and involvement of Local and Regional Authorities. It sought to quantify the implementation of the JTM and examined the interactions among various stakeholders involved in delivering the JTM. Through analysis of quantitative data on the three pillars, case studies, a survey, and a foresight approach, the study evaluated how different JTM funding instruments interact; it highlights bottlenecks and draws lessons for enhancing future policy design. Ultimately, the study presents concrete recommendations for more effective delivery of EU Just Transition support.

The ÖIR team contributed to the drafting of the main report and carried out three case studies – Estonia, Spain, Czechia.
