REPowerEU constitutes the action plan of the EU to become independent from Russian fossil fuels as soon as possible, following the aggression of Russia against Ukraine in spring 2022. To assess the impacts of this action plan on the EUs regions, the European Committee of the Regions has contracted a Territorial Impact Assessment.
On the basis of the (at that time) vaguely defined action plan, ÖIR implemented the Territorial Impact Assessment via the TIA Quick Check methodology. Together with stakeholders form various backgrounds the project team discussed potential impacts and recommendations for the European Level. Additionally, mid- and long-term scenarios were developed using Foresight methodologies.
