The objective of the project consisted in exploring the causes, drivers and implications of gold-plating practices impacting the functioning of the five European Structural and Investment Funds (ESIF). Gold–plating is a term also referred to as “red tape”, which corresponds to the administrative costs and burdens affecting ESIF programme bodies and beneficiaries. ÖIR conducted three case studies to gain insights on ESIF managing authorities’ views on gold-plating, its origin and potential solutions. A final focus group composed of various managing authorities representative allowed the core team to pinpoint the reasons and effects which create a vicious circle for gold-plating and possible routes for actions for ESIF post 2020.
