The study assessed and identified implementation bottlenecks affecting Cohesion Policy 2021 investments under Political Objective 2 (A Greener Europe) as well as solutions to mitigating and resolving these bottlenecks. As part of the study, ÖIR developed guidance and collected good practices for the implementation of performance-based payments (FNLC) for Cohesion Policy investments to improve delivery of Cohesion Policy investments and contribute to the design of the 2028-2034 MFF regulation.

We assessed how programme bodies define milestones and targets to trigger payments as well as assessing underlying methodologies. As part of this assessment, we analysed existing schemes from front-running programmes, as well as some under preparation.
