Mid-Term Evaluation of the project HERAS – Higher Education, Research and Applied Science (Kosovo)

The aim of this evaluation study is to assess the relevance, effectiveness, efficiency, impact and sustainability of the Higher Education, Research and Applied Science (HERAS) project in Kosovo as well as the rationale and opportunities for a potential follow-up project beyond 2019-2020. The HERAS project is implemented by a Project Consortium consisting of the World University Service (WUS Austria), the Centre for Social Innovation (ZSI) and Österreichischer Austauschdienst (OeAD) thanks to a joint funding from the Austrian Development Agency and the Kosovar Ministry for Education, Science and Technology. Over the course of three years, HERAS should contribute to the successful development of the Higher Education and Research systems of Kosovo in line with European standards.

Together with the evaluation expert Karin Kohlweg and the national expert Skender Kaçiu, ÖIR uses a wide range of qualitative and quantitative data collection tools, including on-site stakeholder consultation, to assess the achievements of the HERAS project. Key stakeholders include project partners, officials from the relevant Ministry and Kosovar Accreditation Agency, academic and research staff from public Universities as well as final beneficiaries (students). The information gathered from desk research, project documentation review and interviews, group discussions and workshops with key stakeholders is processed, analysed, cross-checked (triangulated) and compiled in a specifically designed analytical grid. This grid forms the basis for the mid-term evaluation of the project performance against its objectives, in line with the intervention logic.
