The new programming period 2021-2027 – first preparations

The framework for the EU programming period 2021-2027 is in preparation at European level. The EU Commission has published initial proposals. At the OIR we have been involved in projects with different aspects to prepare for the upcoming programming period:

  • The topic of financial instruments is expected to play a role in the programming considerations. At the OIR, we participated in a study on the use and programming of financial instruments under the European Agricultural Fund for Rural Development (EAFRD). The study provides an overview of the experiences in the use of financial instruments in the European EAFRD programs. In addition, a methodological handbook for managing authorities and practitioners has been developed to guide the stages of ex-ante assessments in the implementation of financial instruments in rural development programs.
  • In the new EU programming period 2020+, the use of European funding will be under even stronger proof of success. Therefore, even better impact indicators will be needed. The OIR was involved in the ‘Development of a system of common indicators for European Regional Development Fund and Cohesion Fund interventions’ to develop indicators for DG Regio to assess the impact of future programs.
  • For a first ex-ante rough evaluation of the spatial impact of EU policies in cross-border regions, OIR developed a ‘Web-based tool for Territorial Impact Assessment‘ on behalf of ESPON. Thus, e.g. investigating territorial effects of the new possibility of project-related "border crossing" of national laws in neighbouring regions.
