On 22 October 2025, another workshop within the framework of the Territorial Impact Assessment (TIA) took place in Brussels. Erich Dallhammer, Roland Gaugitsch and Michelle Wiest led an expert discussion on the European Commission’s “European Water Resilience Strategy”, published in June 2025. This recommendation, focusing on “Water Efficiency First”, addresses the extent and challenges of the water crisis in EU Member States and places particular emphasis on prevention, preparedness and sustainability.

Participants discussed both the potential territorial impacts of the proposed European Water Strategy and policy recommendations for its implementation. Key topics included:

  • Digitalisation and improved, targeted data collection,
  • Dynamic water pricing systems in line with the principle of “water as a human right”, and
  • the consideration of non-linear developments in water management resulting from climate change.

Experts from various disciplines contributed their perspectives, enabling a comprehensive and multifaceted discussion of the topic.

The results of the workshop will be published in a report in December 2025.
