The Common Agricultural Policy (CAP) and Rural Development 2014-2020 are complemented by the “Special Directive of the Minister of Agriculture for the Promotion of Agriculture and Forestry from National Funds”. The Special Directive embeds two other legal instruments: the 1992 Agriculture Low and the Austrian Rural Development Programme 2014 – 2020. The subsidies are aimed at all types of agricultural production, services and related activities. The basic organisational structures in terms of Austrian farms and agricultural value creation are supported.
ÖIR has evaluated the implementation status of the Special Directive. For this purpose, we carried out documentary analyses as well as focus groups and interviews with the funding beneficiaries and the implementing institutional units. The final step of the evaluation involved a focus group with the relevant departments of the Ministry of Agriculture.
