On 15 July Arndt Münch presented structural trends and future developments of the EU and Ukrainian agricultural sectors to policy makers, researchers and representatives of interest groups. The event of the Hanns Seidel Foundation focussed on the state of EU-Ukraine accession negotiations including potential implications for the CAP. The Ukrainian agricultural sector has faced staggering damages and losses since the start of Russia’s invasion: up to 174,000 square kilometres of Ukrainian territories are mined with estimated clearing costs reaching $32 bn; active fighting is taking place in many agricultural areas in the East. Costs from damages and foregone earning amounted to already $80 bn by December 2023. Besides very high reconstruction costs, Ukraine may also face labour shortages in the future as a direct consequence of losses among civilians and the armed forces.
