The ageing population, the decline in population densities and the loss of younger people to brain drain and immigration, cause huge disparities between regions and reduce development opportunities. The Commitee of Regions (CoR) set up an initiative to find better ways to identify and measure the negative effects in areas affected by demographic change. OIR supported the CoR on behalf of ESPON in assessing the territorial impact of those measures for European regions.
