The proposed Performance Framework Regulation marks a significant change in the way the EU budget is monitored, directed and ultimately implemented across territories. While the establishment of a single, harmonised system of intervention fields and indicators promises greater transparency and comparability, important questions arise about the de facto comparability of indicators in very different territories. Territorial differentiation and the role and administrative capacity of local and regional authorities were key discussion points at the Territorial Impact Assessment workshop at the European Committee of the Regions in Brussels.

Erich Dallhammer and Roland Gaugitsch led the workshop on February 19, 2026, bringing together an expert group from all over Europe. The insights gathered will feed directly into the opinion of the European Committee of the Regions on the Regulation and help ensure that it strengthens, rather than undermines, cohesion and place-based policymaking.
