Roadworthiness Package – Legal transposition, concrete functioning and readiness for the future

In 2010, the European Commission proposed the road safety programme, aimed at reducing road deaths in Europe by half in the following decade. In this respect, the European Commission adopted three guidelines intended to enhance road safety via common standards in vehicle inspection, registration and roadside inspection in the so-called “Roadworthiness Package”.

ÖIR, TRT, Arcadia International, and M&E delivered the final report on the transposition of the Roadworthiness Directive to the European Parliament Research Service in August 2020. The study investigated to which extent the EU roadworthiness guidelines were transposed by the Member States and identified shortcomings and recommendations. The consortium analysed the legal situation in the Member States via desk research, an online public consultation and stakeholder interviews with public authorities.
